放送衛星プランの見直しと新しい周波数分配の状況:世界無線通信会議(WRC-97)報告

Abstract

WRC(世界無線通信会議)は、無線通信に関わる世界的な周波数割り当てや技術基準などを定めた無線通信規則の改定や作成を行う会議である。この無線通信規則にのっとって各国は国内の周波数割り当てなどを決めている。WRCの1997年会期(WRC-97、1997年10-11月)の放送関係では、放送衛星用の12GHz帯の周波数や軌道位置割り当てのプランを見直して無線通信規則の該当部分を書き換えることが中心議題であった。このプラン見直しの概要と低軌道周回衛星への周波数分配、短波放送の周波数手続きなどについて、WRC-97で決定されたことを紹介した。

WRC (World Radiocommunication Conference) is the conference which revises and specifies the Radiocommunication Regulations, defining worldwide frequency assignment plans and technical standards related to radiocommunications. Each country decides domestic frequency assignment plans and the likes based on the Radiocommunication Regulations. The principal agenda related to broadcasting in the 1997 session of WRC (WRC-97, October-November, 1997) was the revision of the corresponding part of the Radiocommunication Regulations by reviewing the 12 GHz frequency band and the orbit location assignment plan for broadcasting satellites. This paper introduces the outline of the plan revision, the frequency allocation to low orbit nongeostationary satellites, and the frequency procedures in short-wave broadcasting and so on, decided in WRC-97.
